Activation: October 2020 Northern California Fires:
The CalWARN system activated for the Northern and Southern California Fires. The affected areas in Northern and Southern California are now in a full recovery phase which is expected to take years. Excerpt from the Small Business Administration (SBA) Loan press release dated, November 30th:
“Private nonprofit organizations should contact Deputy Public Assistance Officer Robert Larsen of the Recovery Section at the California Governor’s Office of Emergency Services by calling (916) 600-3216 or emailing robert.larsen@caloes.ca.gov to obtain information about applicant briefings,” said Director Tanya N. Garfield of SBA’s Disaster Field Operations Center-West. “At the briefings, private nonprofit representatives will need to provide information about their organization,” continued Garfield. The Federal Emergency Management Agency will use that information to determine if the private nonprofit provides an “essential governmental service” and is a “critical facility” as defined by law. If so, FEMA may provide the private nonprofit with a Public Assistance grant for their eligible costs. If not, FEMA may refer the private nonprofit to SBA for disaster loan assistance. October 2017 Northern California Fires: Event Overview
A significant number of water utilities have been affected in several counties in Northern California. Most significantly are Napa, Sonoma, and Mendocino Counties. Over the course of this event, CalWARN has sent over 4,000 emails to members in the Coastal Region. Working with the Department of Drinking Water (DDW) and local water utilities, most notably SCWA, a significant amount of response coordination has taken place.
Due to the nature of the fire, the early stages were focused on obtaining system statuses in the affected area. This has been difficult as many system operators were under “mandatory” evaluation and are now just starting to get back into the area. To establish regular communication, the CalWARN Coastal Region
The group is now transitioning from response to recovery operations. Through close coordination with DDW Engineers as “boots on the ground” and working to gain system status for affected utilities, CalWARN will stand ready to work with DDW EOC leadership to supply the Mutual Assistance through the SEMS/NIMS process and local government, and to get water systems and their customers back up and running as soon as possible.
If you know of a system in need, they should make immediate contact with their District Engineer and have them email their status to: ddw-emergency-response@waterboards.ca.gov; They should also copy the CalWARN coastal Region at: coastalREOCh2o@gmail.com

January 2017 Ark Storm:
CalWARN activated only hours after the event, and within 8 hours assisted one utility to connect with its County Office of Emergency Services to get the resources it needed locally to address its issues.
Fall 2015 Valley Fire:
CalWARN was the first water utility mutual assistance network to have “boots on the ground”; helping utilities to assess damage and start recovery efforts.
August 2014 Napa Earthquake:
CalWARN activated only hours after the event, and within 24 hours had 7 crews on the ground starting repair and recovery efforts. Over the course of a 5 day period crews repaired roughly 120 leaks…the amount this utility normally repairs in a year. This was a true team effort between the Napa and CalWARN crews.

* * * * * CalWARN HistoryThe CalWARN program was created following the tragedy of the 1991 East Bay Hills Firestorm that destroyed many homes and killed numerous residents in the heavily vegetated hills of Oakland and Berkeley, California. The Governor's Office of Emergency Services (Cal OES) studied the conditions leading up to the disaster and identified four major recommendations in the 1992 Blue Ribbon Report:
The first agreement was drafted in 1992 and quickly approved by seven Bay Area water utilities that already participated in an older agreement not in compliance with CMMAA or newly created SEMS. Within one year 125 utilities in the Coastal Region of California (16 coastal and bay area counties from Monterey to the border with Oregon) signed the agreement. With the 1994 Northridge Earthquake in Southern California, utilities needed assistance, and the statewide program was born, as utilities from the Los Angeles basin signed the agreement.
The agreement was changed three times. In 1994 the agreement became a statewide agreement. In 2001 (prior to 9/11), wastewater utilities were included. In 2007 the agreement was modified to meet the requirements of the National Incident Management System. The current agreement is part of this website.
Based largely on the CalWARN model, over these past decades, 48 other US States have adopted a Water/Wastewater Agency Response Network (WARN) Program.

CalWARN Mutual Assistance
Activated in Response to Napa Earthquake CalWARN Web Portal Updated: CalWARN is updated! CalWARN leadership has been working to update the Web Portal to make it more accurate and efficient in communicating with members. We now have a mass-notification system component that will allow us to send communications to members in multiple formats. We are working with various regional leaders to get their region specific pages updated as well. Check in on a regular basis to see the latest in CalWARN news. CalWARN Mutual Assistance Readies for Activation for Hurricane Harvey: CalWARN has contacted all members registered in the portal to advise that TXWARN may need assistance at some point in the recovery. A spreadsheet has been sent to all members to list any assets they would be able to send in the recovery effort. If needed, the CalWARN Steering Committee will hold a conference call with all responding agencies and help members coordinate all assets from the various agencies into specific response teams. Water Sector Specific Position (WSSP): Keep an eye out for a new section listing all the members that have been trained in the WSSP Standard Operating Procedures. If you county activates for a disaster, these individuals can be called upon to assist at the county lever to help coordinate water response and recovery activities.
